Thanks for your clarification.
In this case:
When the term “Certified Welder” is used it only means that welder is certified for the welding procedures they have tested under.
There is not a single welding certification that covers all types of welding.
If we want to use this welder, we have below options:
Option 1
1. Client to approve WQT based on his valid welder qualification record
2. Client to approve the WPS which was previously used for qualification of this welder.
3. Ready to use the welder
Option 2
1. Client to provide approved WPS. (Endorsed by certifying party)
2. Welder to be qualified by using above WPS in accordance with AS D 1.1.
3. Ready to use the welder
Kindly advise if my understanding is correct.

As long as, you have the Welder Qualification test certificate with RT report and relevant continuity log , for example , if he was tested on Jan 2011, from that year, for every 6 months from the date of test , his qualification must be renewed or extended with supporting NDT reports to justify his skills.
Refer AWS D1.1 , Section 4, clause 4.1.2 / 4.1.2.1 / 4.1.2.2 / 4.1.3.1 for testing and extention.
Also refer these, 4.18.3 Welder and Welding Operator Qualification Through WPS Qualification.
A welder or welding operator may also be qualified by welding a satisfactory WPS qualification test plate, pipe or tubing that meets
the requirements of 4.8. The welder or welding operator is thereby qualified in conformance with 4.18.1 and 4.18.2.
Check whether he had qualified using PQR, when he welded a PQR which has been passed . it means, if PQR passes, then the welder who has welded the PQR also passes.
You can see the supporting WPS No. mentioned in welder test certificate itself , if any .
In AWS D1.1, Section 4, clause 4.22 for Essential Variables, Changes beyond the limitation of essential variables for welders, welding operators, or tack welders shown in Table 4.12 shall require requalification.
If you have doubts on his skill, performance, then test him again.
