It basically depends on the chemistry of the electrode or  Rod achieved.  In TIG welding since inert gas shielding is used, loss of alloying elements like (Chromium etc..) is less and thus the reason for higher Ferrite number. In SMAW, lot of parameters add up to less Ferrite Number like welding conditions (using a long arc invites more N2) and hence low ferrite number.
 
But for 308L, anything between 5-10 is acceptable.

Dear Metallurgy Experts ,

Please clarify my doubts about the following and with ref. to the attachments :

I have received Welding Consumable Test Certs for GTAW SFA 5.9 Class ER308L and SMAW SFA 5.4, Class E308L-16 , in which the Ferrite content shows 10.4 in GTAW and 4.3 in SMAW consumables test Certs.

Is there any specific reason behind this much difference in between  GTAW & SMAW ferrite contents . I need your explanation on this matter.

Also, just for your info, When I do some spot check using FerriteScope on the WeldCap ( GTAW on Root and Hot Pass & SMAW welded until Cap  ) , the FN shows 6 to 8 and rarely 9 on weldcaps.
