Mr. Dileep,

Many factors involved in current selections for different positions and material thickness etc.
 
In your case:  In 3 G position and for vertical down on sheet metals up to 4 mm thick, 120 - 140 amps is     
                       recommended and voltage  could be app. 25-26.

                       for vertical up on plate metals  beyond  5 mm thick and for root, it could be 100- 110 amps and
                       voltage  is app. 24-25  For filler and cap you can fix 10 to 15% higher i.e., 110 to 130  or even                  
                       up to140 amps &  voltage could be 25 to 27.

                       In all the cases, fixing of root gap  and root land also plays a vital role and and general recommended                                
                       practice is 2.5 ±0.5 mm for  root gap and 1.5 ±0.5 mm for root land.

                       Also,for sheet metals up to 2.5 mm a light chamfer on welding side will help to get full root penetration.

Just consider @40Amps per mm of filler wire. My be between 110 to 130amps depends on passes which pass you are doing. Also see Manufactureer brand packet
recommandation.

I would like to know the best parameters to be followed for optimum result in welding an ordinary 3G joint, with E6013, 3.15mm electrode. I would like to know the preferred current (Amps) while welding both the upward and downward direction.
