Mr Biplab Pal,
Your last statement regarding welder qualification is incorrect. Please
look at QW-433 "Alternate F-Numbers for Welder Performance
Qualification", which specifically addresses SMAW.
Qualification with F4 will additionally qualify the weldor for F3, F2,
and F1.
Qualification with F3 will additionally qualify the weldor for F2, and
F1
Qualification with F2 will additionally qualify the weldor for F1

If you are using ASME SEC IX 2010 then you can not use.
For SMAW Process F number is Essential Variable for welding procedure
qualification and F Number of E6013 is 2 and F number of E7018 is 4.
And for welder qualification F number also essential variable. So you
can not use different F number.
