But my question is
I have a qualified WPS/PQR for P1 G1 with E7018 Electrode and another welder is qualified with same electrode.
Now can another welder qualified with E7018 can weld IS 2062 with E6013 electrode?
Can I offer this WPS/PQR of E7018 to TPI for this E6013 welding.

WPS may not be used as indicated.
Per QW-253, F-no is an essential variable for SMAW procedure qualification, i.e. QW-404.4 applies. E7018 is F4 while E6013 is an F2. Therefore a PQR using an F4 electrode cannot support a WPS using an F2 electrode or vice versa.
As long as impacts are not required, base metal would not be an issue since 2011a Section IX QW/QB-422 recognizes SA/IS 2062 E250 B as a P-No. 1, G-No. 1 material. If impact testing was required the
With respect to weldor performance qualification. {Assuming you had a properly qualified WPS for F2, F3, or F4 electrodes.} The weldor could use either F2, F3, or F4 electrodes and be qualified for welding with F2 electrodes per QW-433.
