To answer your query there is some further data required:
1. The tank top: Open top or Fixed Roof or Floating Roof.
2. Roof Venting System.
3. The Atmospheric Temp in this specific area.
4. Any Settlement measure being carried over while Hydrostatic testing for the Bottom??? [ by measure or visually]
5. Shell Condition with regard to Peaking and Banding from outside [ any changes occurred] [ by measure or visually]
6. Shell Plumpness. [ by measure or visually]
Any way as the difference in these two measures is 23 mm= 0.2% for the duration 5 days and if you are in Hot weather condition @ Ambient reach +29C or higher with open top tanks or good venting system with fixed roofs you can reach such evaporation in the contained water is considered from my point of view reasonable as You need to calculate the evaporation rates to get the actual amount of loss.
N.B.: The level of water in Hydrostatic testing results in consideration the following:
1. Any detected leak.[ reference duration to be done in 1 to 3 Hours]
2. Any Deformations to the Shell or Roof.[ days as for base settlement ]
3. Measure the Foundation Settlement while actual full loading case.
