No.
This alloy is closer to AISI 4140 or 4130. The addition of V and higher Carbon permit higher strength with adequate ductility. The web page cited below lists several of the materials where this electrode is used. You will find that these materials are used in steam turbines, turbine shafts, and where a high strength, heat treatable, alloy steel is required. Standard B2 chemistry will not achieve the same properties as the turballoy or the base material. I would expect that a closer substitution would be filler metals intended for use in welding 4140 but you would have to investigate this for yourself.

This material is rarely found in China, So I am confused.
As per the chemical contents, this material is fimilar with E80S-B2 (AWS), but carbon contents and nd copper coated types are different.
I supposed that this material is designed only for military. But they are nearly the same!
I read the description, this GMAW wire is suitable for 1.25 % Cr 0.5 % Mo alloyed boiler, plate and tube steels as well as for the welding of Q&T steels.
Can ER80S-B2 take the place of TURBALOY 17-22?

This is a specialty filler metal, 1¼Cr-½Mo base with the addition of vanadium and high carbon content (relative to most filler metals). This material does not conform to any AWS/ASME classification. Typical applications are listed in the US Welding Corp. literature. See: http://www.usweldingcorp.com/TDS/tds6458.pdf
It is used for welding and repair of similar materials in turbines etc.
