What is the material of the lines?
The carbon steel, loss its ductility when temperature goes below the
subzero tempe.
You can get the actual value of the temperature, then test the
material for impact value at this temp.
I hope you can get the required impact value for the pipe line
application from your design department.
If the values are not satisfactory, u can convience ur management,
