[MW:13739] Incomplete pen vide B31.3 2004 Ed

Gents,
REF:
B31.3 Ed 2010, Table 341.3.2
Weld joint of 8" dia x 7 mm thick 106 Gr B, Fluid Service Normal, Category M.
Welding Process: GTAW + SMAW.
Is incomplete pen allowed as per this code to any extent ? Please advise.
