Hi, UCS-56 2 (c) 5 is for vessel under UW 2 (Lethal service) and it is only for CRO not for base metal. In your case your base metal thickness is 60mm(more than 32mm). if your vessel under UW2,you can do PWHT of vessel without CRO and do CRO after PWHT with Preheat as specified in UCS56 2 (c) 5.

I just want to know that whether PWHT is required for CRO on SA516 Gr. 70 (60 mm thick) on the same part we need do SMAW+SAW weld with 60 mm nominal size (construction is as per ASME BPV SEC VIII DIV 1)
