Please provide the following,
1.Tube Sheet material and thickness.
2.Tube to tube sheet weld joint configuration.
3.Your shell side service environment and material.
Assuming your shell side process fluid is corrosive, which will has access to the root of the tube to tube sheet weld joint, such a situation will call for purging the shell side.
Also use a suitable filler material when welding the tube to tube sheet weld joint, do not weld it without filler material.
