If any welder weld a single process (either SMAW or GTAW) with 13mm (with min. 3 or more passes) and above then one is qualified to weld in that process for unlimited thickness, if less than 13mm then qualified thickness is (2*t) where t is weld metal thickness.
"Max. to be welded" is corelated to qualified thickness in WPS, suppose if you qualified welder on 13mm weld metal thickness with SAW process and have a WPS qualified for 3" thickness in the same process, then welder can weld upto 3" thickness in SAW process.

As per QW 452.3, upper diameter limit is unlimited.
As per QW452.1b, for test coupon 13 mm and above, qualification limit is 'maximum to be welded.'
I would like to know that this "maximum to be welded" is to be considered same as unlimited or there is any limit.
