As per QW 452.1 b you have weld minimum 3 layers and as per
1. Less than 1 (25) Size welded Unlimited
2. 1 (25) to 27⁄8 (73) 1 (25) Unlimited
3. Over 27⁄8 (73) 27⁄8 (73) Unlimited
the above points to be considered.

is 'maximum to be welded.'
