As per ASME Sec IX : QW 461.9, if a welder is qualified in 4G on plate(groove), he gets qualified as follows:
(i) On Plate & Pipe( >24 in OD, groove weld) : Flat(1G) and Overhead(4G)
(ii) On Pipe( <=24 in OD, groove weld) : Flat(1G) for pipe OD > 23/8 in.
(iii) On Plate & Pipe( fillet weld) : Flat(1G), Horizontal(2G) and Overhead(4G).

as per AWS D1.1, he only qualifies for 4G only - overhead.
