You can use ER70S-2 without requalification, since you are using a classification which exhibits greater toughness or recommended for lower temperature than the one used during procedure qualification.
QW 404.12 (e) applicable in your case.

Dear Members,
 
Please provide a clarification on the following query.
 
One PQR is qualified with GTAW+SMAW,  ER 70S-3+E7018-1 and impact tested at-46.
 
Impact testing is required for the job at -29 Deg.C. Can I use ER70S-2 instead of ER70S-3 ?.
 
As per ASME Sec.II C, ER 70S-3 supports up to -20 Deg C & ER 70S-2 Supports up to -30 Deg.C.
 
Is QW 404.12 applicable in this change?.
