Please refer IBR 1959 chapter 13 which is self explanatory.  You have to get your welders qualified under the Directorate of Steam Boiler in your state.

I am new for using IBR. I want to know in IBR use WPS can be qualified different way from ASME sec-9 or same as per SEC-9?
Essential,Non essential and supplementary essential variables are same or different? and what about welder?
