This basically depend upon the codes of construction/Fabricationoand
client specifications.
Normally External painting can be carried out before hydrotesting. If
any internal painting required, this shall be carried out after
hydrotesting.
Please refer ASME B 31.3 Section 345.3.1 which allows priming &
painting before hydro, unless a sensitive leak test is demanded by
design.
Please also refer ASME Sec VIII Div I, UG99 (k). This clause also does
not prevent the painting/ coating/ lining before hydro test.
For the pipeline construction (oil/hydrocarbon/gas etc) in accordance
with ASME B31.8 or B31.4, Hydrotesting are normally carried out after
coating & back filling.
