The recomendation would be
GTAW 5.28 ER 80s Ni3
SMAW 5.5  E7018 C2L/E 8018 C2/C2L
 
Since A 765 Gr III  is usually used for service around -75 degc  and materail can be desinged up toservice -100 degc, the design minimum temperature limiting would be based on A516 GR 70 or lowest service design temperature which is probably -45 deg c or higher.
 
so  the weld procdure can be used  above filler metals and consideration shall be given on limiting the interpass temperature to 500- 500 deg f max while developing weld procedure .
 
or alternatively the carbon steel filler  ( ER70 S2/S6/S7) and electrode E 7018-1 can be used if the lowest design temperature is more than -45 deg c  and less than -29 deg c

E71T-1C  is Charpy Impact tested at -20degC E71T-1CJ is Charpy impact tested at -40degC. AWS Classification for FCAW is only a supplementary...
