I don’t know what design code your are using?
Assuming it is ASME Sec 1 the post weld heat treatment shall be that specified for the material requiring the higher post weld temperature. When nonpressure parts are welded to pressure parts, the post weld heat treatment temperature of the pressure part shall control {refer PW 39.2}
T23 is not yet listed material in ASME BPV and approved thro’ CC2199-3, you must refer to all the requirements of this code case.
Since it is new material you should consult your consumable supplier.
Bohler’s recent catalogue for HT/creep resistance steel has listed consumables for P/T23 (like Fox P23 for SMAW, and P23-IG for GTAW), it is better to consult you local supplier for this combination. Fox DCMS Kb may also be considered for this combination depending on your service requirements.
