What kind of support are u welding?
B31. 8 does have some design requirement for welding attachments mostly the long seam fillet. There is some relation between the hoop stress to the SMYS constraints. 
V do support welding with low hydrogen as our spec calls for it. PQR with fillet fracture and macro ( to check the leg length and fusion) as per api 1104

Any weld to the body of the pipe considered as a part of pressure boundary as such. If u r a material supplier u can follow the same procedure as referred to in material spec., if u r a fabrication contractor u can use the same wps pqr that u use to weld butt joints.u can ask the client what code is mandated in their spec. For pressur part welding on pipe.
