Use E NiFe-CI for cast iron to Steel
After welding it may be difficult for machining, if u want to go for machining after welding, Go with E Ni-Ci. 
Preheat, Interpass, slow cooling, peening of every burnt out electrode length  all are critical  to get good weldments.

Cast iron is one of the difficult metals to weld. Grey cast irons are weldable subject to the original manufacturing process and grades involved. White cast irons are Unwedable. It's important to know what's the grade involved. Welding cast iron is typically a repair weld. Qualifying ASME Sec-IX procedures as like new fabrication  is quite difficult. One may have to settle with reduced angle of bending in "Guided Bend Test". Some resources are attached for guidance.

Usually E-Ni-CI (99% Nickel) or ENiFe-CI(55%Ni) SMAW electrodes or GMAW fillers of equivalent composition are available for the consumable manufacturers.

What would be the suitable filler rod to use? 

 

Also is there any specific parameter or welding condition I have to follow since cast iron is difficult to weld. 

 

Example any specific heat treatment or post heating before welding?
