--First, note that QW-404.12 is a supplementary essential variable for SMAW, GMAW/FCAW, GTAW and PAW etc. while QW-404.33 is a non-essential variable for the same processes as well as SAW.
Supplementary essential variables are applied when impact testing is required and are then treated exactly as other essential variables. When you are outside of the requirements you must perform additional procedure qualification testing in order to modify or change or include the changes in you welding procedure specification (WPS).
Non-essential variables are those that must be addressed on the WPS but are not considered to effect the mechanical properties of the weld (excluding impact properties). They may be changed on the WPS without additional procedure qualification testing.
QG-105.4 Nonessential Variables, 2nd paragraph; " A procedure specification may be editorially revised to change a nonessential variable to fall outside of its previously listed range, but does not require requalification of the procedure specification."
So QW-404.33 is the most general instruction and it says, if you are going to change your instructions to the welder to use a less restrictive classification of electrodes (with respect to the supplementary designators), you need to modify the WPS. You should consider the ramifications of the change and if you (the responsible person) decide it is an acceptable change, then you must simply change the WPS without any additional testing.
Then, QW-404.12 is the more restrictive case for qualification when impact testing applies. Changes to the supplementary essential variables can significantly alter the impact properties of the weld and this set of instructions becomes more proscriptive. This paragraph defines when additional procedure qualification testing is required and when it is not.
