Correct me if I am wrong. If the code of construction is B31. 3, LP refers to Low pressure piping  which is Chapter V design and requirements while HP refers to High pressure piping Chapter IX design and requirements. Chapter IX is very stringent in its material selection,welding procedure qualification, welders qualification and NDE acceptance.  Change in material grade, heat treatment condition is essential. Impact toughness is mandatory for WPQT, PWHT is mandatory for butt welds, welder qualification requires impact toughness testing. The thickness are project specific as it  pressure temp rating is greater than  2500#. There are more to it.
