The execution of "hot-tap" branch connections onto piping systems and pipelines containing hydrocarbons under operating conditions. It has been developed to reflect current understanding of the technology and to improve safe practices in the field. It is intended to cover hot-tapping on carbon, carbon-manganese and high-strength low-alloy steels.

Due to the distinction made in the relevant standards between on-plot piping and off-plot pipelines or flow lines, a similar distinction is sometimes made within but this has been avoided wherever possible. Additionally, it is assumed that the piping systems are designed and operated in accordance with ASME B31.3 and pipeline systems are designed and operated in accordance with ISO 13623, ASME B31.4, or ASME B31.8, or a combination.

NOTE: Some parts of a pipeline system, although physically located "off-plot", may be designed in accordance with ASME B31.3. For the  purposes of piping shall be considered to be on-plot. Similarly, some refinery piping, although physically located "on-plot", may be designed in accordance with ISO 13623, ASME B31.4 or B31.8. such piping shall be considered to be off-plot.

I have hot tap welding in my scope of work, According to  P&ID the hot tap is coming under the design code B31.3. 
The Hot tap welding requirement are as follows as per the client specification- ADNOC Group.

The CONTRACTOR/VENDOR shall follow procedures and qualifications specified in DGS 6300-001- WELDING AND NDE OF PIPING SYSTEM (Based on Section IX) for On-Plot Piping and DGS 6300-004- Welding and NDE of pipeline  for Off-Plot Piping- .
Welders shall be qualified in accordance with DGS 6300-001 for On-Plot Piping and DGS 6300-004 for Off-Plot Piping. 
For Off-plot pipelines, both the procedure and the welders should be qualified using a full-scale simulation of the connection, in accordance with API 1104 or equivalent COMPANY‟S specification. 

All the Hot tap sub contractor's proposing API 1104 based WPS since considering the service welding requirement.

Now I am confused which welding code has to be followed. Request for yours  kind advise on the same.
