[MW:29243] clarification between QW404.33 with QW404.12

 Dear All.

Would you clear why shall is used in QW404.33 which is a nonessential variable and restrict production welding to use electrode with supplementary properties that specified on

WPS, even though in QW 404.12 explain in detail which cases need re qualification ?
