As per design norms fillet size for dissimilar thicknesses depends  up on 
minimum thickness of both unless it is an uneven fillet leg length.

In your case you can take 6 mm for calculation and s fillet size is generally
0.75 * min. base metal thickness. i.e., 4 mm fillet on both sides. 

If it is dissimilar leg, then it will be 4 * 7.50 mm  for 6 & 10 mm thick plates.

You have to refer approved construction drawing for the required fillet size.
Else you may refer the construction code.
If it is B 31. 3 then you may please use a 6mm size fillet.

You can conduct fillet weld on pipe to plate as per section IX table QW-452.5 for guidence.
Yes you can use IS2062 plate P-No. and Group No. that is mentioned table QW/QB-422 see section IX edition 2013
