If you tested your PQR with impact test.
Please refer to the ASME sec IX
QW 403.6 : says the minimum base metal thickness qualified is the thickness of the test coupon T or 5/8 inch. (16mm) whichever is less.
So your test specimen is 70mm, so the base metal thickness range in your WPS shall be from 16mm to 200mm.
If you never do impact test on your PQR. You can go in your wps from 5mm to 200mm thk base metal.

--Dear Sir,We would like to know that, Our PQR Base Metal (SA 516 GR.70) thickness is 70mm with Impact, or PWHT.What is the minimum or maximum base metal thickness range qualified.As per ASME SEC.IX QW 451 Procedure Qualification thickness limit mentioned in Table QW.451.1 given.5 to 200 mm.But our Clinet approved WPS in mentioned 16 to 200mm.
