Hi 
You have to refer approved construction drawing for the required fillet size.
Else you may refer the construction code.
If it is B 31. 3 then you may please use a 6mm size fillet.

You can conduct fillet weld on pipe to plate as per section IX table QW-452.5 for guidence.
Yes you can use IS2062 plate P-No. and Group No. that is mentioned table QW/QB-422 see section IX edition 2013
