[MW:24697] riveted tank shell design stress value

Good day Gents

 

In accordance with API 653 4.3.4.1, the stress value to be used to calculate the tank minimum thickness is given as 21000 psi. The question is this, if the material type and grade is known, why can the known material stress value(which is higher) not be used for the thickness calculation?
