U can not avoid pwht on P91 inspite nickel base electrode used,but u can reduce the pwht temp

Our material is SSH Header 40 mm thick and P91 material ehich we have to dummy with P91 material only.
As recommended by us to use ErNiCr3 filler wire with pre heat at 220deg C and no PWHT required is it ok.
