In that case first PQR on 10mm plate without PWHT which will qualify from 1.5 mm to 20mm .
Second PQR on say 30mm with PWHT which will qualify from above 20 mm to 60 mm considering PWHT requirements for CS as per B 31.3.
And in WPS , in QW 407 section need to mention that PWHT is applicable for only above 20mm.
