First of all, MTC shall state that the plate is Normalized. As long as the heat number on Plate is matching with the MTC, it as acceptable. There is no such rule that the N shall be stamped on the plate, unless it is for Hydrofluoric Service (to be stamped as 'HF-N'), as required by Supplementary requirements per S54.8 of ASTM A516.

#yiv8143571543 Dear Expert,  Our vendor had purchased
normalized plates from Sumitomo of steel making and Mill
Cert clearly stated that the plates have been normalized but
no sign or stamp "N" on plate. The problem is when the
client reviewed and witnessed it, they don't believe that
the plate has been normalized and the question is what test
needs to be conducted to prove that the plate has been
normalized?  For your info: what do you think
if the client ask for the following test:1.       Tensile
test and the specimen needs to be normalized first prior to
test, acceptance criteria as per mill cert.2.       Scanning
Electron Microscope (SEM), acceptance criteria: no residual
stress in the plate.  Your quick response is highly
