Write to mill and obtain letter of confirmation that heat treatment of plate done, also obtain authorization to stamp MT next Gr70 on plate, this may solve the purpose

For your info: what do you think if the client ask for the following test:
1. Tensile test and the specimen needs to be normalized first prior to test, acceptance criteria as per mill cert.
2. Scanning Electron Microscope (SEM), acceptance criteria: no residual stress in the plate.
