Please bear in mind ASME V & API 1104 are referencing codes and not code of construction.
The code of construction are generally ASME Sec VIII Div. 1/2 or B 31.1, 31.3 for Sec V and B31.4, 31.8 or API standards for API 1104.
ASME & API follow different philosophy with respective to their std/ code.

ASME sec v T-276.2    (2013) -1

Based on single wall thickness + reinforcement

 

2- API 1104 (11.1.5)         (2013)

Based on twice wall thickness + reinforcement internal &external

 

(copy attached for the two statements)

 

IT MEANS THAT

The same weld and the same technique but the essential wire diameter differs!!!!!!!!

Please advice and if there is an ASME Inspector to consult the ASME to make this relaxation because it makes a big difference.
