Verticality is affecting instability (buckling).
It is up to the designer to fix this tolerance in accordance with the allowance taken during the calculation.
If the vessel is already installed and verticality is not perfect, it has to be calculated again using the actual and not the ideal geometry.

This is a requirement resulting from:
ASME BPVC Section VIII- Div. 1: U-2(a), U-5, UG-22
or
ASME BPBV Section VIII-Div. 2: Table 4.1.1
