1 - Yes. You can, but it need WPS requalification. (see Table 4.7. item 18 - 2010 Ed.)
2 - The "ability to weld" and the "qualification" are two different things. It is probable that the welder could weld many types of joints in different positions and so on, but he has just 1 qualification. It means that he permits to weld just in the criteria of his qualification (and it doesn't mean that he is not able). So if your welder has ASME certificate and want to weld a part based on D1.1, he (or may be you) should prepare a new qualification based on D1.1.
