As per section IX,
1) Heat input is only essential Variable when impact test (Toughness
test) Requirement , if you change current, Ampes and Travel speed as
per your convenient for welding. No need to qualify new PQR for same
parameter. you just refer clause QW 251.3.
You can change parameter and weld with 4.o dia meter wire there is no
need to restrict the electric parameter.
