Hi Vinod,
The service is "Hydrocracking Service",thus there is every possibility of hydrogen charging in the base metal. I would think think in addition to the recommendations given below you nedd to incorporate additional requirements for a safe and sound weld and HAZ. If you follow the guidelines of API-510 and AWS -D-10.10-"Recommended Practices for Local Heating of Welds in Piping and Tubing" it would definitely help.

It can be welded.But you have to dismantle the valve.
Do preheat as per A217,Weld it and then do Post weld heatreatment
at 700 Deg C.Soaking hours as per thickness.
Do the remachining where required because there
may be little distortion.
Do the crack removal by grinding.
Before proceeding grinding,arrest the crack at both ends.
