How should i consider this 10%.

Case 1
Should i Consider lesser 10 % lesser to  PQR's Min Amperage and
Greater side 10 % to the max PQR Amperage.

Case 2
 Or Should i consider 10% min max of Average of PQR Value.

Which case is correct?
