Better you ask to your head maker.
It is depend on making process, plate thickness and material type.
Small size of ED head can be made using forming dies, such as making CAP.
Big size and thin thickness can be finished by spinning in cold
condition, meanwhile thicker plate made in hot condition.
I used Hokkai japan to make certain size of head, they provide
"thickness after forming" in their catalog for our estimation when
design. In a formal, they will inform "guarantee thickness after
forming" in a quotation.

And usually not use percentage.
