I attached some information for your reference on EM-12 filler. See below, the AWS specified chemical composition for various SAW wires. EM-12 and EM-12K fillers are almost identical, except that EM12K is more killed that EM-12 filler.
I had used EM-12K filler extensively in the past and can say for sure that EM-12K would meet 70 ksi category at any point of time. As EM-12 has a chemical analysis requirement very close to EM-12K, it would also meet 70ksi nominal tensile strength, if combined with the correct flux.
In the attached document from Thyssen you can see that EM-12 filler is tested with 3 different types of welding Fluxes. All tests classifies this filler as in F7A2-EM12 category.
I would recommend , that you should ask your consumable supplier to carry out the wire flux classification test and reclassify if required.
Let me know if it helps. If possible you email the wire+flux classification results for review and comments.

Please see the guidelines of AWS/ASME on SAW wire flux classification requirements for C.S. F6A0-EM12 classification can generate weld metals of nominal tensile strength/s as shown in Table -5U(see below). However one has consider the minimum achievable tensile strength for safe design basis.
NOTE:- One brand of filler metal of EM12 specification may generate 5 different Tensile strengths if tested with 5 different fluxes.
As the base metal to be welded is of 65ksi(65000 psi) nominal tensile strength, it would be most appropriate to select welding consumable +fluxes to F7A0-EM12 or F7P0-EM12 classification (if there is requirements of PWHT).

You must select consumables which are having specified min Tensile strength as per the component specification (F7A0 could be the right choice in your case). Every batch of consumables will not guarantee you the same UTS, in this case you can consult the manufacturer and if they can provide you the same classification with Min 65Ksi (probably they can certify with G classification) and you can convince your client in this way.

Our client says that the selected electrode is not suitable for Gr. 65c plates. Is it correct?
They say that the electrode shall be selected considering the minimum strength ( for this electrode minimum strength is 60, 000 PSI), and therefore it is not suitable for a plate with minimum strength value equal to 65000 PSI .
As you can see in the above table tensile test value for the electrode is 72289 PSI, but still the client is not ready to accept the use of this electrode.
Please advise.
