There will be no change of allowable stress at lower temperatures, it will vary as the temperature increases.

acc. to ASME II PART D-( for example table 1A), the value of max.allowable strength of the listed materials begin from -30 C
so when i use any of this listed material under this temperature which value i
use (in ASME VIII DIV. 1 job)
