f you have WPS/PQR without backing means you can use it for with backing also for defect which is not through and through also.
As you said As`per ASME sec IX deletion of backing is non-essential variable so no need to qualify WPS/PQR again.

Hi,

I have query specific to repair on casting SA217 WC9
Some of the repairs are so major that through and through hole are seen due to casting shrinkage
As per code major repair are accepted with proper WPS/PQR back up and acceptence by end user.

Vendor has submitted SMAW butt welded WPS/PQR to support repair on casting
This PQR is without backing.
However on actual job their are 2 types of defect
1.Through and through defect in casting-For this WPS-PQR without backing can be accepted
2.Defect which is not through and through-For this WPS-PQR with backing is to be submitted
As`per ASME sec IX deletion of backing is non-essential variable
So according to my understanding to qualify above both type of defect vendor has to submit WPS-PQR with backing
Kindly let me know if my understanding is inline with ASME SEC IX requiremnt
