It's true that based on the code, the fabricator has taken leverage of not doing PWHT and similar material has posed leaks in different parts of world due to environmental assisted SCC.
We have hardness values from shop, showing wide range, so we are interested in doing hardness at site and compare.
If any other information from you at later stage or from any esteemed member of the group on this, would be nice enough

Hardness diff stated in ASME is applicable only for forged vessels, however in case div3 vessels it may be applicable for welded ones also.Since Hardness is not given in the code for this material, and PWHT not mandatory either, what is your contract says?check the original material hardness, and compare it with the weld metal, what difference you are getting? Plate mill may be in better position to help, check with mills like dillinger.
