you can't, refer QW424.
Your PQR qualified on P1 to P43, where as you need to weld P1 to P1 which is cladded with P43

i have a qualified wps that X65 WELDED WITH INCONEL 625.  
I think it can be used for welding of clad materials, but my owner have opposite idea.
according ASME IX (wich paragraph) it is clarified? (clad pipe consisted from inconel 625 & X65)
