No - you are incorrect with regard to qualification for a partial penetration weld.
Please note ASME Sc. IX, QW-202.2 (b) which reads as follows:
"Qualification for partial penetration groove welds.Partial penetration groove welds shall be qualified in accordance with the requirements of QW-451 for both base metal and and deposited weld metal thickness, except there need be no upper limit on the base metal thickness provided qualification was made on base metal having a thickness of 1-1/2 in. (38mm) or more."
So indeed, your vendors WPS is properly qualified with regard to thickness to make a partial penetration repair weld.

I have query on casting repair
MOC -SA217 WC9
THk -200 mm & 300MM
Repair depth -60 mm & 80mm
Vendor has submitted PQR for butt joint with 40mm thk
As per ASME sec IX THK QUALIFIED IS 5 MM to 200mm
So PQR can be used to repair 200 mm base metal having defect of 60mm
However same PQR cannot be used to repair 300mm base metal with 80 mm depth defect
Kindly let me know if my understanding on ASME sec IX is correct
