Pneumatic testing of reinforcing pad is npt mandatory . But you need to see the purpose being served by the pad. If it is a pad to attach a structural part where no through opening is made, it is not required. However if there is a through opening and such opening is being reinforced with a pad, you need to examine the weld integrity between the pad and the branching nozzle . Therefore it is a standrd practice to do pneumatic test of such pad and you will be able to see the weld at Pad to Nozzle , Pad to mother pipe / veseel which is typically a fillet weld and if accessible , you also can see the weld of branch nozzle to main pipe/ vessel examining at inside .
I beleive that underlying inetent of test is realised now.

I would like to know the maximum acceptable Dry Film Thickness of the paint in % or micron for a given DFT. As per my previous experience (where I worked) as per specification that was plus/minus 30% of the total paint DFT was accptable. But I couldn't found any code or standard documents related to the maximum acceptable dry film thickness of the paint.
If you have any code or standard then let me know the same means i can refer same. i need this information for piping job as well as tank job.
