it depends on the purpose of the piping and design life
 
for Above ground piping it is generally
 
Primer:                 Zinc Silicate
Intemediate Coat:  MIO
Final Coat:            PU
 
For Under ground piping
 
Primer:                               Epoxy based primer
Intermediate and Final Coat: CTE, FBE, PE
 
the above paint systems are used primarily in Petoleum Pipelines where the design life is 30yrs or more

One of criteria to decide the painting schedule is service temperature and location of the plant.
