With the qualified PQR/ WPS you can weld T/Tshy joint However you need to qualify mock up

I have WPS qualify for plate( SA 240 TYPE 304 ) can i used for tube sheet ( SA 965 F 304L ) to tube joint with seal weld
& is it mandatory to do mock up for the same.
What percentage of expansion is required for tube ( SA 249 TYPE 304 L ) material
Size- 19.05 OD X 1.951 thk
