In addition to Consumable aspects as above by Mr. Jerald, Few points  to support that Requalification is NOT required to weld with  ASTM A694, F60

 

1.    As per Clause 5.3.2.2 of API 1104, other material product specifications can also grouped,  i.e ASTM A694, F60 has same SMYS of 415 Mpa as well as API X60

 

2.    The Base metal falls under second grouping i.e X42 to X60 ( 290 to 415 Mpa – SMYS) which you have already qualified by X52 material (360 Mpa) from the same grouping.

It is a normal practice in Pipeline to use low tensile electrode for the Root and hence you can use the WPS for welding X52 to A694 F60 as the requirement is the minimum Tensile strength as below. Check the PQR that 95% of UTS 67ksi (X52) is achieved.

Requalification is required only when the base metal welding involves less than X42 or greater than X65. In your case this is not applicable.

 

Make sure, Your WPS have mentioned : Qualified Base material X42 Through  X60.

 

            Keeping future qualification purpose, it's better to qualify PQR with X65 material which many customers accept for all lower grades' base metal qualification.
